A major regulatory milestone
In May 2026, IMO's Maritime Safety Committee adopted a new International Code of Safety for Maritime Autonomous Surface Ships, commonly referred to as the MASS Code. IMO describes it as a goal-based framework supporting the safe integration of AI-enabled and remotely operated commercial ships.
Why goal-based regulation matters
Emerging technologies can change faster than prescriptive rules. A goal-based framework focuses on the safety outcome that must be achieved while allowing technical solutions to evolve.
What companies should consider
- Who has responsibility when control moves between ship and shore?
- How are failures detected and managed?
- What competence is required for remote operators?
- How are cyber risks integrated into safety controls?
- How are communications protected and maintained?
- How does the operating concept interact with existing SOLAS and other mandatory instruments?
The human element remains central
Autonomy does not remove the need for competence. It can change where competence is applied, which means training and responsibility models may need to evolve.
